You are a recent appointee to your state's Board of Criminal Justice (BCJ) at the Department of Corrections. The Governor has ordered you and the other members of the BCJ to select four of the eight maximum security inmates to receive a full unconditional pardon. The BCJ must come to a unanimous decision. If the BCJ fails to select four prisoners, then the Governor plans to set all eight free.
